NEWMOA's Solid Waste and Sustainable Materials Management Program focuses on various solid (non-hazardous) waste issues that fall under Subtitle D of RCRA. These include municipal solid waste (MSW), construction and demolition waste, commercial waste, industrial non-hazardous waste, and others.

NEWMOA coordinates a Solid Waste & SMM Steering Committee consisting of one or more solid waste program managers from each of the Northeast states. The Committee helps to prioritize NEWMOA's solid waste and SMM activities and coordinates conference calls and webinars.
